Import Duty in Uganda: What You Really Pay

Most people find out what import duty costs after the item has landed. That is the wrong time to find out.

Here is how the calculation actually works.

URA charges four taxes, not one

When goods arrive in Uganda, the Uganda Revenue Authority applies four separate charges:

  • Import duty. Set by the East African Community Common External Tariff. The rate depends on what the item is.
  • VAT at 18%.
  • Withholding tax at 6%.
  • Infrastructure levy at 1.5%.

Four taxes. Not one number.

They are calculated on the landed value, not the price tag

URA does not tax what you paid in the shop. It taxes the CIF value: Cost, Insurance and Freight. That is the price of the item plus what it cost to get it to Uganda.

So shipping is taxed too.

And they stack

This is the part that catches people out. VAT is not charged on the item value alone. It is charged on the value after import duty and the other charges have been added.

The order looks like this:

  1. Start with the CIF value.
  2. Add import duty.
  3. Add withholding tax and the infrastructure levy.
  4. Apply 18% VAT to that combined figure.

Tax on top of tax. That is why a rough guess is almost always too low.

Why we will not publish a rate table

You will find websites offering a single percentage for "electronics in Uganda." Treat those carefully.

The import duty rate is not one number. Under the EAC tariff it varies by classification, from 0% on some capital goods, through 10% and 25%, up to 35% on sensitive items. A laptop, a kettle and a pair of headphones are not classified the same way.

We could publish a tidy table. It would be wrong more often than it was right, and you would be the one holding the bill.
